Some are, some aren’t. It depends on the individual store & the way they handle their stock. The vaccines have to be stored under certain conditions. You won’t be able to get valid rabies except thru a vet however.
If you trust the company to have kept the vaccines cold and they would return any that arrived that were not cold. Also, check the manufacture. It should be Fort Dodge, Farnam, or another well known company.
